This is a Belgian M1949 bayonet for the Belgian FN Model 1949 Semi-Automatic rifle.
The bayonet is stamped with a serial number and Belgian Crown identify it as one that was used by the Belgians, rather than for export. "S.A 30" stands for Semi-Automatic 30 caliber.
Both bayonet and scabbard are in very good condition.
